Internet Explorer 8 provides option to notify when a download is completed. By default this feature is enabled in the browser. In case your browser does not notify when a download is completed then you can follow the below steps to enable that feature.
Click on Tools –> Internet Options from the browser menu
Navigate to Advanced tab and scroll down to browsing section
select the check box Notify when downloads complete to enable the notification feature.
